WASHINGTON — A man was arrested and charged after he was seen wearing a tactical vest and carrying a gun in the District last week.
On Oct. 4, police said Moises Delcid pointed a gun at someone at a business in the 4500 block of Rhode Island Avenue. Declid is a former employee of the business.
A victim told the police on Oct. 3 he came to that same business and demanded service. Before leaving, the victim said Delcid threatened him.
Three hours later, Delcid came back to the business, wearing a military-style flak vest and was carrying what appeared to be a submachine gun style assault firearm. Delcid again demanded service.
Police said he also fired one shot into the air while in the parking lot. Declid then fled the area on his moped. No one was hurt.
