DC man indicted on carjacking, kidnapping charges

Kevin Weaver will be arraigned on April 30 and faces a mandatory minimum of seven years in prison if convicted on the charge of carjacking.

WASHINGTON — A D.C. man faces seven years in prison after being indicted Thursday on charges connected to the carjacking and kidnapping of a rideshare driver in September 2023. 

Kevin Weaver, 31, was indicted by a grand jury on charges of carjacking a senior citizen, kidnapping a senior citizen and threatening to injure and kidnap a senior citizen. He was also charged with committing each of these offenses against a rideshare driver. 

Weaver will be arraigned on April 30 and faces a mandatory minimum of seven years in prison if convicted on the charge of carjacking. He also faces a higher penalty for committing the crime against a senior citizen and rideshare driver. 

According to evidence, on Sept. 13, 2023, at 3:39 p.m., a driver for D.C. Neighborhood Connect picked up Weaver and another person on Perry Street in Northeast, D.C. and drove them to Franklin Street. There, both passengers got out of the van, but when the driver tried to pull away, Weaver allegedly stepped in the middle of the street and forced the driver to stop. Police say Weaver then got back into the van and demanded to be driven back to the same location he was picked up on Perry Street. He repeatedly threatened to kill the driver of the van during this ordeal. 

As the driver approached the intersection of 7th Street, Northeast and Monroe Street, Northeast, the driver stopped and got out of the van. The driver then ran to a nearby police car for help. This is when Weaver got behind the wheel of the stolen van and continued on his way to Perry Street., where he was apprehended by officers. 

Weaver has been in custody since his arrest. 

This case is being investigated by the Metropolitan Police Department and the U.S. Attorney’s Office for the District of Columbia. It is being prosecuted by Assistant U.S. Attorney Benjamin Helfand.
