ICE: Man who shot 3 officers, barricaded inside DC home in country illegally

Officials say Stephen Claude Rattigan was previously removed to Jamaica in 2001 and later unlawfully re-entered the United States.

WASHINGTON — A man who reportedly shot three officers while being served with a warrant for animal cruelty will be taken into custody by ICE after serving his time in Washington, D.C. 

According to ICE Enforcement and Removal Operations (ERO) Spokesperson James Covington, Stephen Claude Rattigan is a 48-year-old citizen of Jamaica and is in the country illegally. He has a long criminal history that dates back to 1995, and he was previously convicted of larceny and other drug charges. 

Investigators say Rattigan was removed to Jamaica in 2001 and later unlawfully re-entered the United States.

On Valentine's Day, the Metropolitan Police Department served a warrant at Rattigan's home for animal cruelty. During the service of the warrant, allegedly Rattigan reportedly opened fire and shot three responding officers. He then barricaded himself inside the home, resulting in a 12-hour standoff with police.

Police arrested and charged Rattigan with three counts of assault on a police officer, cruelty to animals, and aggravated assault - knowingly grave risk in D.C. 

On Feb. 15, ERO Washington, D.C. filed an immigration detainer requesting to have Rattigan transferred to ERO custody after serving his time in the District. 

It is unclear at this time when that would happen.
