'I'm trembling' | Video shows terrifying scene from Germantown police-involved shooting

A neighbor shared cell phone video with WUSA9 that shows the incident after police responded.

GERMANTOWN, MD. -- Cell phone video shows how terrifying the scene was for neighbors when Montgomery County Police shot an armed man in Germantown on Sunday.

Officers responded the Cross Laurel Court a little before 3 p.m. Sunday for the 9-1-1 call of a man wielding a gun.

Neighbors know the man as someone who grew up in the quiet, cul-de-sac. Many of those same neighbors said they witnessed the suspect staring – and with two hands on his gun – pointing right at their home.

The suspect has been identified as 26-year-old Devin Conlon Brunner. He has been charged with six counts of first-degree assault.

“There’s a guy with a gun outside (wow) I’m trembling,” you hear a young man say in the video. The video appears to be shaking from an unsteady hand throughout the recording.

“He just fired, he just fired,” says the man in the video, as neighbors try to cover themselves and peak through the blinds at the same time.

Shrieks and “oh my God” intensify after another gunshot is heard. In a third cell phone video clip, at least two more gunshots are heard before a person in the video says, “oh my God, they’re having a – they’re shooting at each other.”

Some were still shaking when they talked about the incident on Monday.

Another neighbor who asked to not be shown on camera, allowed WUSA9 to record her voice. The woman told reporters police did everything they could before firing.

“I’d say there was multiple police officers like five or six times, they were going 'sir, put the gun down, sir drop the gun,' repeatedly - And then he pointed the gun at police and they had to fire,” the woman said.

The suspect was shot at least once and rushed to an area hospital.

Sources told WUSA9 the suspect is expected to pull through.

On Sunday night, Montgomery Captain C. Thomas Jordan said they plan to charge the suspect, but did not detail what charges he would face.

WUSA9 is not identifying the suspect until charges are filed.

Neighbors identified the suspect and said the man grew up in the cul-de-sac. They described the suspect as a “good kid,” but say more recently, he’s had multiple, serious run-ins with the law.

A Montgomery County Spokesperson said they are still investigating whether the suspect owned his gun legally.
