SPOTSYLVANIA, Va. (WUSA9) -- Police in Virginia have arrested a 54-year-old man for numerous cyber sex offenses.
Officials say Donald Hugh Owen, Jr., was arrested on April 22 for proposing sex acts to a 13-year-old girl and using a computer to commit those crimes.
Owens arrest was the culmination of an investigation that began Oct. 5, 2011, officials say. At that time a 13-year-old Spotsylvania resident reported that she met a man online in a chat room and began communicating with him.
The man gave her a fake name and initially claimed he was 17 but later said he was 48. The man met her twice near her residence in the middle of the night and molested her in the back seat of his vehicle.
The phone used to communicate with the juvenile was registered in a fake name and with a fake address, but detectives were ultimately able to identify the owner through cell phone call records and other investigative techniques, not released for investigative and operational security and integrity.
