WHEATON (WUSA9) -- Montgomery County police have arrested two teens for shooting an 18-year-old woman early Wednesday morning.

Police say the shooter was a 13-year-old male. He was charged as a juvenile so his identity will not be released. He faces charges related to attempted murder, armed robbery, conspiracy, and handgun offenses.

Nineteen-year-old Eber Umanzor of Kensington is charged with attempt first degree murder, armed robbery, and three counts of conspiracy relating to first degree murder, armed robbery, and retaliation in regard to a witness.

Police say investigators believe both suspects are associated with the "Little r" gang and that gang members thought the victim was divulging information about gang activity to police. Police say two suspects conspired to shoot the victim as an act of retaliation.

Around 4:30 a.m., police say the victim was with three other girls walking to get food in the area of Plyers Mill Road at Douglas Avenue. Police say the girls had been texting a group of boys, including the suspects.

Police say a white SUV driven by Umanzor stopped in front of the girls. Umanzor got out of the car while the 13-year-old, who has been hiding in nearby bushed, approached the victim and shot her in the back as she turned to run away. After the victim fell, police say the 13-year-old moved closer and shot her multiple times.

According to police, the 13-year-old took the victim's cell phone and fled in the white SUV driven by Umanzor.

The girl was taken to the hospital and has since been released.

Police say a white SUV registered to Umanzor and believed to be used in the crime was located at his residence. The gun has not been recovered.

Umanzor is being held on a no-bond status.
