BALTIMORE, Md. (WUSA9) -- A Maryland registered sex offender was sentenced for having a forged naturalization certificate, which allowed him to be in the USA illegally since 1974.
Fredericus Hubertus Slicher, 77, or Baltimore was sentenced Friday by the U.S. District Judge Richard D. Bennett to three months in prison followed by one year of supervised release, according to authorities.
Slicher must also pay restitution of $48,928 for social security and Medicare benefits that were unlawfully received. After his sentence he will be transferred into the Enforcement and Removal Operation custody pending removal from the country.
"Convicted criminals and those who exploit the integrity of our immigration system like registered sex offender Fredericus Hubertus Slicher are among ICE Enforcement and Removal Operations' highest priorities," Dorothy Herrera-Niles said, field office director for ERO Baltimore. "The United States welcomes law abiding immigrants, but foreign nationals who violate our laws and who commit crimes against those most vulnerable in our communities will not be allowed to stay."
Slicher was found by the ERO officers in August of 2013 to be a foreign national on the Maryland Sex Offender Registry.
In September 2013, ERO officers asked Slicher about his citizenship. Authorities said he claimed to be an American and presented the forged naturalization certificate as proof, along with his fraudulently obtained U.S. passport.
After authorities determined that the documents were fake, Slicher was arrested.
During questioning deputies discovered that Slicher was collecting Medicare, social security benefits and had been actively voting.
His case was presented for prosecution in October 2013. Slicher pleaded guilty to the criminal charges on January 29.
Authorities said Slicher is a citizen of the Netherlands, according to his plea agreement. He came to the USA in 1967 on a visitor visa.
Slicher was given a work visa, however it expired in 1969. He then applied for a permanent work visa, however was denied. Slicher did not leave the country, authorities said.
Authorities said he got a forged U.S. naturalization certificate which he used to get several identity documents, including a U.S. passport, a social security card and a Maryland driver's license.
He is a registered sex offender as the result of a 2004 state child abuse conviction. Authorities said, Slicher has voted in several federal elections for more than 30 years despite being ineligible to vote.
According to authorities, he used his fake social security card and other identity documents to get approved for social security and Medicare benefits. Slicher has got $41,808 in social security benefits and $7,120.67 in Medicare services.
