OK, you got us, they'll choose the highway because it's the quickest way to get around the city on the weekend, but just play along.
Did you know that the idea for the Capital Beltway was conceived in 1944, when Fred W. Tummler, director of planning of the National Capital Park and Planning Commission, proposed an Inter-County Metropolitan Freeway, according to Wikipedia?
The project was completed on August 17, 1964 and it's been a great/frustrating/fast/very slow way to get around the nation's capital ever since.
