WASHINGTON (WUSA9) -- Police are investigating a homicide that left a 53-year-old woman dead in the 1200 block of Meigs Place, NE in October 2013.
The Metropolitan Police said the incident happened on October 2, 2013 around 5:18 p.m. Police said they found a woman who was unconscious and unresponsive at the scene. Police said it was a welfare call.
DC Fire and Emergency Medical Services personnel responded and determined there were no signs consistent with life.
The woman was taken to the hospital where she was pronounced dead, police said.
Authorities determined Carmen Payne, 53 of NE D.C., was strangled to death and labeled it as a homicide.
