RICHMOND, Va. (WUSA9) -- Virginia Governor Terry McAuliffe has signed an extradition order to return Charles Severance, the person of interest in the Alexandria murders, back to Virginia.

The governor's office says this is the formal request for Severance's extradition so he can be brought back to face charges in Loudoun County.

Charles Severance was arrested in West Virginia on a felony warrant for possession of a firearm from Loudoun County, Va. He is being held on a $100,000 bond and is fighting extradition in West Virginia. A hearing has been scheduled for March 31.

A West Virginia prosecutor said Severance is being investigated for the murders of Ruthanne Lodato, Ron Kirby and Nancy Dunning in Alexandria, Va. According to the prosecutor, when Severance was told that police wanted to question him about the murders, he tried to seek asylum at the Russian embassy in D.C.

Some old video has resurfaced of a long-forgotten 1996 video of a mayoral debate between Democrat Kerry Donley and Independent candidate Charles Severance, both vying to be the Mayor of the City of Alexandria. Donley ended up winning the race. The video is grainy and outdated, but what is clear is that Severance seems unprepared, and even a little out of it.

He is wearing a leather bomber jacket and, at times, sunglasses. Donley is wearing a jacket and tie. Severance says in his opening statement he wants to do away with lots of taxes and costs including, "Cut mental health general fund, terminate mental retardation residential group home."

He sticks with those cuts as the answer to just about any question, from improving schools, to cutting crime, to economic development. When asked what specific program he would push, he mentions this, "I'd like to see country dancing in public schools, that's one thing." He mentions country dancing twice more during the debate.
