WASHINGTON (WUSA9) -- This week acting IRS Commissioner Danny Werfel is expected to make his first appearances before Congress. Werfel is scheduled to appear at three hearings investigating practices at the Internal Revenue Service.

The hearings are part of an effort by some members of Congress to determine if orders to target Tea Party organizations for tax exempt status came from the top. Republican Congressman Darrel Issa will chair a hearing on Tuesday and says he has a pretty good idea that instructions came from top officials.
