ALEXANDRIA, Va. (WUSA9) -- The man accused of shooting an Alexandria Police Officer in the head has been ordered to be held without bond. Twenty-seven-year-old Kashif Bashir was arraigned at the Alexandria Court House Thursday morning and a preliminary hearing was set for April 10th.

Coincidentally, the events leading up to the tragic shooting may have started around the corner from the courthouse at a boutique on South Saint Asaph Street. Leah Cohn, a manager at Mint Condition, says employees from the boutique next door, Stuart Nordin Home and Design, warned her on Tuesday about a suspicious man that had come into their store.

"We heard that it was a man just making young women feel uncomfortable by not respecting their personal space," said Cohn.

On Wednesday, Cohn says the man came back. Shortly after, Alexandria Police Officer Peter Laboy was shot in the head three blocks away. Neither the Alexandria Police Department nor the employees at Stuart Nordin would confirm the connection between these two incidents, but several people who work on South Saint Asaph Street told WUSA9 that they thought it was the same man.

Bashir has been Alexandria Yellow Cab driver for the last four years, but he was off duty when the shooting took place.

"This is shocking. It's just devastating," said Kyle Summers, general manager of Alexandria Yellow Cab. "Words cannot accurately describe our concern for the family and the officer."

Summers says Bashir was a licensed taxi driver by the City of Alexandria, which means he had to have passed a background check.

"I did not interact with him very often, but the times that I did he was always very pleasant, polite, and friendly," said Summers.

Police spent Wednesday night scouring Bashir's home in Woodbridge, looking for something that might hint at a motive. But the owner of Patrick's in Old Town says no motive will ever explain it.

"It's unconscionable. I just can't imagine doing that to such a great guy," said Troy Englert, owner of Patrick's Fine Linens and Home Decor. "He's the best of the best."
