WASHINGTON (WUSA) --Before attending the State of the Union, shooting victims and their families were on Capitol Hill Tuesday for a Senate judiciary committee hearing on gun violence.

Illinois Democrat Richard Durbin opened the hearing by saying it's time for Congress to pass meaningful gun control legislation. He also said he believes requiring background checks for all gun purchases would be constitutional.

The panel's top Republican disagreed. Texas Senator Ted Cruz argued the focus of law enforcement should be on criminals who use unregistered illegal guns. Senator Cruz said curbing the rights of citizens to own guns would do nothing to stop violent crime.
