LA PLATA, Md. (WUSA) -- Under a brilliant blue sky on a perfect autumn day, they raised the prisoner of war-missing in action flag outside the Charles County government building in La Plata.
The emotional ceremony was the culmination of a successful effort to make Charles County the first county in all of Maryland to fly the POW-MIA flag year-round.
In attendance for the historic event were dozens of Vietnam veterans and their families, and one family whose loved one, Private First Class Francis Wills, never returned from Vietnam, making him the only soldier from Charles County still considered missing in action.
On February 26, 1966, Private Wills began a reconnaissance mission in Vietnam with other members of the 101st Airborne Division. He has not been heard from since, but he has also clearly not been forgotten, and his family said today that he never will be.
