PALMER PARK, Md. (AP) - Prince George's County police say they've arrested a man in the killing of a woman whose body was found in a creek last month.

Police say 31-year-old Joseph Foster Jones of Capitol Heights was taken into custody on Friday.

He's accused in the death of 22-year-old Shavon Phillips, whose decomposed remains were found Aug. 1 in a bag in a Fort Washington creek.

Her death was ruled a homicide two weeks later.

A neighbor who knows Jones talked to 9News's Ken Molestina on Friday night.

James Green said, "I have known him for over 7 years, and oh...I am shocked."

Major Michael Straughan of the Prince Georges County Police Department said, "Right now he is our lone suspect, and we believe he is the one that is responsible for the death of Shavon Phillips."
