(USA TODAY) -- NHL disciplinarian Brendan Shanahan said he hated Philadelphia Flyers goalie Ray Emery's Friday night fight with unwilling combatant Braden Holtby, but felt that his hands were tied as far as disciplining him.

"I hate what Ray Emery did," he said Tuesday during an interview on SportsNet's Hockey Central. "I don't like it. I wouldn't like it if I was a teammate of his. I wouldn't like it if I was an opponent of his.

"And I think, more important, if the rest of the caretakers of our game, the general managers, don't like it, it's important for us to say when a rule is not properly addressed in the rule book. And I don't think it is."

Emery skated down the ice to take on his Washington Capitals counterpart in a 7-0 blowout loss and continued to throw punches when he clearly had the upper hand.

Rule 46.2 does address aggressors in a fight, but Shanahan pointed out that not every violation of a rule is worthy of suspension.

He did suspend Ottawa's Matt Carkner last spring for a game under that rule for fighting Brian Boyle in the playoffs, but said that incident was worse.

"He sucker punches a guy twice in the face and then punches him several times when he's down," Shanahan said.

General managers meet next week in Toronto and Shanahan said if they don't feel the current rules addressing the Emery situation are adequate, they should make a proposal, pass it and send it along to the competition committee for review and for eventual consideration by the board of governors.

"That's not a decision I can make on a Saturday night because I just don't like something," he said. "I have to follow the rule book."
