WASHINGTON, DC (WUSA) -- It started as a silent March of Death around the Capitol.

Dozens of protesters circled the Capitol dressed in black, wearing masks, and the names of someone who died in the war around their neck, timed to coincide with the swearing in of the 111th Congress.

"We voted in the 110th Congress," protest organizer David Swanson said. "They had a two year mandate to end the war and they didn't. That's why we're back.

Police were ready for them to rally at the Supreme Court, but they took their demonstration inside the Hart Senate Office building instead.

They took turns reading the names of victims who died in wars in
Iraq, Afghanistan, and Gaza.

When they unfurled banners three stories tall with anti-war messages U.S. Capitol Police moved in and started arresting them. More than than two dozens were hauled away in handcuffs.

The group did not have a permit.
