WOODBRIDGE, Va. (WUSA) -- An Owings Hills, Md. man is accused of sexually assaulting a woman when she was 12 years old in 1987 in Woodbridge. 

Prince William County police say they started investigating in December 2012 after a 37-year-old woman, who now lives out of state, reported that she was sexually abused by Richard Manning Senior in Woodbridge, Va. when she was 12.

He was later arrested and charged with aggravated sexual battery, indecent liberties with a child and object sexual penetration. He is being held without bond.
