Police say that's when the girl's older brother, 14-year-old Junior Brewer, approached Rooney and took action:

"He picked her up, and I ran up and I grabbed her and I pushed him back" described Junior, "I was like, you have to go away, or we're going to have problems or we're gonna fight."

Junior that after that Rooney began walking away, but that he turned around and called for the 3-year-old to come with him before continuing on his way.

A witness then followed Rooney and contacted police.

Police detained Rooney on Golden Court. They determined that he was intoxicated at the time.

Rooney has been charged with attempted abduction and is being held without bond in jail.

When asked about his heroic actions, Junior replied that he was "just doing what I had to do."
