
The House of Delegates today passed a bill that would prohibit taking surreptitious pictures or video of a person's private areas, practices known as "upskirting" and "downblousing." Cell phone cameras and other tiny cameras have made the practice more common and pictures often end up on the Internet. The bill would create a new misdemeanor punishable by up to a year in jail or a $2,500 fine. Another bill would make it illegal to post the pictures on the Internet or sell them. A similar bill passed the House late last session, but the bill was never given a hearing by the Senate Judicial Proceedings Committee. Sponsor Delegate Neil Quinter says he hopes since the bill passed early this session, the Senate has time to consider the bill.
