Frederick Man Killed By Police After Shooting, Injuring Motorist

FREDERICK, Md. (WUSA) -- A 27-year-old man who reportedly fired a rifle and injured a motorist was shot and killed by Frederick Police early Sunday morning after pointing the firearm at officers.

Frederick Police reported that Patrick John Fischer II of Frederick was shot by two on-duty uniformed officers on Himes Avenue at Ellison Court after they confronted him and he pointed a sawed-off, semi-automatic rifle at them.

The injured motorist, who was not identified by police, suffered non-life-threatening injuries.

At about 5:30 a.m., police responded to a report of a domestic incident in the city, and then received a report of shots being fired at passing vehicles in the area of Himes Avenue and Jefferson Pike. Police determined that Fischer had fired the rifle and struck a driver minutes before the confrontation with the officers.

Officers reported they saw Fischer on foot on Himes Avenue and gave several commands for him to drop the rifle. Fischer reportedly pointed the rifle at officers, who then fired and struck him several times.

Police performed first aid before medical personnel arrived. Fischer later died at Frederick Memorial Hospital. 

The officers involved in the incident have been placed on routine administrative leave. They have been identified as Officer Kenneth Mogle, a two-year member of the force, and Officer Charles Lawson, a seven-year veteran.

Frederick Police are still investigating the case.
