ELLICOTT CITY, Md. (AP) -- Howard County Executive Ken Ulman says the county will lay off up to a dozen people and likely impose furloughs starting in July. Ulman said Monday that up to 12 people would be laid off from the work force of more than 2,000, but he did not say which departments would be affected. He says a decision on furloughs will come within the next 10 days as the General Assembly completes the state's budget. The county is seeing less revenue from income tax, real estate sales and investments, but Ulman says an expected $10 million to $15 million cut in state funds have forced his hand. Ulman says county officials are not giving serious thought to tax increases.
