
WASHINGTON (AP) -- The latest numbers from the D.C. Public Service Commission show an increase in the number of Pepco customers in D.C. unable to pay their bills.
The statistics show 235,000 disconnection notices were sent to D.C. residents in 2008, up from 215,000 in 2007.
At least 20 percent of Pepco's customers are in arrears. However, the number of actual disconnections fell last summer because of a new law prohibiting Pepco from shutting off service during heat waves. An older law prohibits disconnections when the temperature falls below 32 degrees.
D.C. People's Counsel Elizabeth NoFIl says it's too soon to conclude the heat wave law caused the drop in disconnections. She says the larger issue is the sharp increase in rates since electricity generation was deregulated in 2005.
