WASHINGTON (WUSA) -- D.C. police are investigating a fatal shooting in the 2400 block of Elvans Road, SE from Tuesday afternoon.
Police say they found 36-year-old Joe Roosevelt Richbow of Upper Marlboro, Md. inside an apartment at approximately 2:31 p.m. suffering from an apparent gunshot wound.
Richbow was later pronounced dead by an Office of the Chief Medical Examiner member.
