Geer was shot on his doorstep by officer Adam Torres in August 2013 after police had responded to a domestic dispute at Geer's home. Four other officers, plus Geer's father and best friend, all say Torres shot Geer as he stood in the doorway of his house with his hands up.
The shooting remains under a police administrative review process and criminal investigation at both the federal and state levels.
