Virginia State police said 58-year-old Dustin Tran struck another car with his SUV and then took off.

The driver of that car died, and a passenger remains hospitalized tonight.

A passerby saw Tran's damaged SUV with the airbags deployed on the interstate and called 911.

He followed the SUV into Manassas and eventually got Tran to stop.

As of Sunday night, Tran was being held at the Prince William County Adult Detention Center.

Police charged him with felony hit-and-run and one count of driving under the influence.
