Police said the noose was found around 5 p.m. at the construction site located at 2115 36th Place. The site is near Beers Elementary School.

Tammie Hawkins asked, "Who would do something like this? Why would they do this? Is it a slap in my face? Is it a prank or a joke?"

The rope that was tied in a noose was found by the front door.

According to authorities, the project manager said the noose was not present when worked ceased for the day on May 31.

There are currently no suspects.

"There is a lot of anxiety in communities and it hasn't just started now. We have seen an increase in hate crime in our city," Mayor Muriel Bowser said.

Several similar incidents have been happening in various locations throughout the city.
