Five people, including the suspected, were taken to the hospital with non-life threatening injuries.

Witness, Stephen Port, said he was inside The Trump International Hotel's clock tower when he filmed at least a dozen officers swarming that suspect vehicle right away.

Port said afterward; he watched officers trying to calm the children in that second car struck.

There was a massive police presence outside of the Trump Hotel following the incident. Police advised people to avoid Pennsylvania Avenue and 12th Street NW because an investigation is underway.

There is no other information at this time.
