The New York Times reveals measures taken in response to a possible threat to President Obama's inauguration.

The lawsuit says once the students got to Washington, they had no tickets for the inauguration or parade.

The report says the main problem was a surge of people, many without proper tickets, who overwhelmed the entrance gates.

The money is in the 2009 Omnibus Appropriations Act, which will soon be considered by the House of Representatives.

More than half of that revenue came from the 110 hotels within the District.
