DC Fire & EMS says yes. PGFD says no. Firefighter who shot at tow truck is allowed to be a career firefighter, but not a volunteer.

Joey Heidenberg said he thinks the man should be working at McDonalds. The man who shot at Heidenberg and a co-worker 17-months-ago isn't working for a fast food restaurant. He is working at a District of Columbia firehouse.

STATter 911 has learned Berlin Hiligh returned in recent weeks to driving Engine 4 at the firehouse on Sherman Avenue, NW. DC officials first tried to fire Hiligh when he was arrested for the November, 2006 shooting incident. They tried again last summer when Hiligh was AWOL from the department while serving his jail sentence.

The last time Berlin Hiligh was allowed to come back to work he was even assigned to details at The White House despite the shooting charges against him.

Between the two attempted firings, a previous administration in charge of the fire department agreed to allow Hiligh to return to the job after serving a 240 hour suspension. At the time the written agreement was signed Hiligh had not yet entered a guilty plea and had not been sentenced.

Sources familiar with the document told STATter 911 last July the department was operating on the best information it had at the time the agreement was made. The sources, who were not in a position to speak officially on the matter, said they were assured by the Prince George's County State's Attorney's Office that Hiligh would not be serving time in jail.

When Hiligh returned to work briefly in Spring, 2007, The Washington Times reported the firefighter "worked overtime details at sensitive locations like the White House, where a fire company routinely stands by during takeoff and landing of Marine One, the presidential helicopter".

Sources confirm for STATter 911 that same January 26, 2007 agreement helped Hiligh keep his job. One part of the agreement reads, "WHEREAS, the parties wish to fully and completely resolve, without further litigation or expense, all charges that were brought or could have been brought against Firefighter Hiligh resulting from his arrest and conviction, as well as his enforced leave".

Court documents show that Hiligh didn't enter the guilty plea to a single misdemeanor charge of reckless endangerment until March 7, 2007. More serious felony charges were dropped.

Hiligh was sentenced on May 24, 2007. He received a five-year sentence with all but six-months suspended. Hiligh served his time in the Prince George's County Detention Center. He was also put on supervised probation for three-years.

Department officials prevented some of Hiligh's fellow firefighters from covering his shifts or donating leave while he was in jail. Hiligh was then charged internally with failing to show up for work.

Battalion Chief Kenneth Crosswhite said the department can't provide details on this personnel matter. Crosswhite believes there should be no worry for the public. "He went through the administrative process, the judicial process in the agency" Crosswhite said. "If they felt that he was a problem they wouldn't have allowed him to continue with employment here in the city".

Berlin Hiligh was arrested by Prince George's County Police shortly after shooting at Heidenberg's tow truck. Heidenberg was removing Hiligh's Chevy Suburban after the vehicle was discovered with dead tags in a neighbor's parking space at the Bowie town house complex where Hiligh lives. At least one bullet hit the tow truck and another struck a home where a child was sleeping.

Hiligh's attorney, J. Wyland Gordon, told 9NEWS NOW, "We are glad he has his job back and is putting this matter behind him".

Another jurisdiction apparently sees this matter differently. At the time of the shooting incident Hiligh was a volunteer firefighter at the Boulevard Heights Station in Prince George's County. Hiligh is listed on the station's website as a "non-operational" member. Sources confirm that the Prince George's County Fire/EMS Department has dropped Hiligh from its rolls because of the incident. This means he is unable to respond on emergency calls in Prince George's County.

Prince George's County is now handling another incident similar to the one involving Berlin Hiligh. This week a jury found career firefighter Carlos Johns guilty of pointing a gun at a tow truck crew attempting to repossess Johns' car.

Johns is now in the Prince George's County Detention Center awaiting sentencing. He faces up to ten years. Sources tell STATter 911 that termination proceedings have begun in this case with Johns being served papers at the jail.

WOW! How can a convicted felon still work for the FD? This just goes to show you the quality of people that work for the DCFD.

Makes you wonder how many other FF's have been in trouble and nothing was done!

Boulevard Heights scares me. First a convicted arsonist reappears after 16 years "trying to transfer to Ritchie" and on the rooster now this BVFD needs to be investigated.
 
BVFD should not scare you! They no longer grow marijuana on the roof of the firehouse or run prostitution rings there like in the mid 80's. They have cleaned up!

If chrages were dropped he would have not spent one day in jail or put on probation.

Yeah he beat the system alright. Thats because the system is more screwed up then the DCFD (Doesnt Count Fire Department

Hopefully he has learned his lesson and wont fire a weapon at anyone anymore. If he just wants to shoot at people, maybe the DC police would hire him.
 
Mr Dave Statter, I am upset that you called yourself a former Volunteer Firefighter, and a Cardiac Technician, when in fact you only signed up to be a volunteer but never rode or took any classes, and there is no record of no EMS training at MIEMSS department. You are alway trying to report stories on firefighters, carrer or volunteer because you think you know, how about WE, or other news department do a story on your background as a so call Volunteer Firefighter/EMT-C, that would be news for your rivals. I will supply them the records.
 
Mr Statter, it kind of funny that you always reporting an incident when it involves a black men, career or volunteer. I swore my right hand to God, damn I can not stand you. Be a man and approve this blog.

Hey Dave you media pricks kill me, reporting a story of lies just to get people to read your blogs, and watch your news cast. First off lie # 1 the Guys car was parked legally in front of his home that he owns, not in his neighbors spot # 2 the tow truck driver who was the real thug in the incident and was stealing this man's vehicle in the middile of the night gave several differnt reasons for trying to tow the vehicle none of wich he could tow for because its private property and the by laws of the HOA prevent him from towing for every reason he gave #3 No one ever saw this man discharge a weapon # 4 The ballistics test didnot match his legally registered firearm. And last of all he was not convicted of a felony, but a misdemeanor which he plead for the sole reason of getting back to work to support his family. Oh and almost forgot the shot that supposedley hit the house didn't match his gun either. If you can't report the story right then don't report it at all. All you guys do is spread a bunch of lies. I've watch this guy put it on the line day in and day out for good for nothings like you and all you can do is tell untruths and listen to a dirt bag car stealing tow man who was there for no other reason than to steal a hard working man's vehicle beecause it had nice rims. Did anyone check and see if that dirt bag was involved in the homocide of Raymond Brown who was murdered by tow truck driving thugs in a similar situation when his car was stolen from in front of his house by a tow truck in the wee hours of the morning, and when he confronted the driver he was shot down. these incindents both took place in very close proximity to each other and similiar times at night with very similiar cicumstances how about reproting that Dave.

Misdemeanor charges don't automatically warrant termination. Nobody was expecting him to get jail time for the misdemeanor charge. The FD jumped the gun (most likely to stay within the required 75 days) and punished him before his court date. They charged him again for being AWOL while in jail. Some feel that this is double jeopardy. I'm sure the courts do. He'll most likely receive a hefty settlement for firing a weapon at a tow truck driver. He beat the system......Bigtime.
 
The DCFD is thinking about sending him to our Fire Investigations Unit because there are alot of THUGS with guns in that unit.
 
So what are they going to do to all those guy dealing drugs out of the stations in DC. I bet thats where the drugs came from in the PG station!

Is this wagon driver of Eng 4 packing while he is driving. If he isnt I will be. Cant trust'em
 
Dave Statter needs to confirm his sources' information. He needs to ask the question: "who's signed this agreement?" Ask the employee that question. Ask that question to the current Chief. Or even what was the date of the agreement? He would then see that previous administration had nothing to do with the agreement they are talking about. Dave Statter should stop reporting the news unless he is willing to go the extra step to report the FACTS.
 
Thank you for your comment. Now please explain what I need to confirm from my "sources' information".

I am confused. Are you saying that Interim Chief Brian Lee and Theresa Cusick didn't sign it? That's what I first reported in July of last year when I was given a copy of the agreement. Click the link on the story and it will take you right to it.

Now I admit I didn't use their names specifically this time, but I think I made it pretty clear on TV, on STATter 911 and on wusa9.com that this happened before the current DCFEMS administration took over. For example:

" ... a previous administration in charge of the fire department agreed to allow Hiligh to return to the job after serving a 240 hour suspension."

As for the date:

"Sources confirm for STATter 911 that same January 26, 2007 agreement helped Hiligh keep his job."

I also linked to the actual document itself which has the date and signatures. I admit it is a fuzzy copy.

Are you making the case that Chief Lee's running of the department wasn't a previous administration?

I guess I could have made this more specific so no one thought it was the work of Adrian Thompson or Ronnie Few or Tom Tippett or Donald Edwards or Otis Latin or Ray Alfred or T.R. Coleman. Did I miss anyone?

so hiligh was kicked out of pg more then likely as soon as the charges happened correct??? well why is mr. carlos still working any where in the county?

hmmm sounds like they are hiding things again like the ambulance crash in kentland this weekend.
 
It is so funny how all of you people who has neg. comments about BJ hide who you are. If you knew BJ and was a true friend of his you would know the facts. Or just be bold and print who you are. I am from Boulevard Heights and BJ is a damn good fire fighter, He should be back on our fire trucks protecting life and property. Get a clue people.
 
I hear there are alot of bowl throwing and wife beating Lt's as well too why no report on that Dave you konw what Im talking about. Its funny how another officer who was white was charged with a crime and served jail time on the weekends why no story on that Dave Huh?????
 
Why no story on that? Maybe because no one gave me the information.

The reason I did this story is that someone happened to write in the comments section that FF Hiligh was back to work.

The last I had been aware of the story was when I received the settlement document in July and Matt Cella's article just before that. At that time we were told the department was trying to fire him for being AWOL while in jail.

This was an upate on that story that he was recently back to work.

When I last did the story I was unaware of FF Hiligh's race. The same when I decided to do the story this time. In fact the only reason I know it now is for the comments on here and a picture I discovered on the web after I did the story.

To my knowledge I have never met FF Hiligh. I have heard some very good things about him from people I respect. I have also heard some of the same people saying they are surprised he got his job back.

Give me the specifics of the other cases. If they are somewhat current and have news value I will be interested in doing them as time allows.
