FRANCONIA, Va. (WUSA) - Police have identified the woman who was struck and killed on I-495 when she exited a vehicle to apparently smoke a cigarette.

According to Virginia State Police, a car pulled into the right shoulder of the highway near the Eisenhower Connector exit on Friday at about 10:30 p.m.

"The passenger of that vehicle exited to presumably smoke a cigarette, and was seen by multiple witnesses wandering and then running across the travel lanes," police said in a release.

The woman, identified as 27-year-old Echo Davis, of of Benson, N.C., was then struck by a 2007 Subaru SUV traveling east on I-495. She died on the scene, police said.

The accident remains under investigation. All travel lanes re-opened by 3:15 a.m. Saturday.
