WASHINGTON (AP) - Lawmakers are pushing for tougher U.S. financial restrictions on North Korea even as the U.N. Security Council moves closer to a new resolution tightening international sanctions in response to Pyongyang's latest nuclear test.

U.N. diplomats say the U.S. is expected to present a draft resolution to the council Tuesday, after reaching agreement with China. There is speculation the world body could toughen financial restrictions and cargo inspections.

In the meantime, the foreign affairs panels of both houses of Congress will consider the Obama administration's next policy options.

On Tuesday, the Republican-led House foreign affairs panel will examine North Korea's criminal activities. That could buttress the case for leveraging the vast reach of the U.S. financial system to further pressure international banks that deal with the North.
