WASHINGTON (WUSA9) -- Northern Virginia has one of the highest number of hybrid owners in the country. But now they're being charged with a $100 tax in the new transportation plan, and they're feeling singled out for doing the right thing.
Electric vehicle drivers have already been paying $50 annual fees since the year 2000. Now they want to have all hybrid vehicles pay $100 a year.
