DC Councilman Jim Graham Submits To Reprimand

WASHINGTON (WUSA9) -- Four term D.C. Councilman Jim Graham won't say it but observers say The Ward One representative plans to seek re-election next year and getting today's reprimand out of the way is a major step in that direction.

Graham did not argue against reprimand nor continue to lobby for a full hearing into the allegation that he offered to trade his vote on the city's 38 million dollar lottery contract  if a company dropped its bid to develope a property owned by the area's Metro system.

The vote was 11-2 for reprimand with only Marion Barry siding with Graham. Barry is the only other legislator reprimanded in the past. He insisted today that Graham was entitled to due process including a hearing.

Council Chairman Phil Mendelson says that while Graham is not accused of a  crime nor financial gain, the Ethics rules were clearly violated by Graham's conduct which was examined over two years by Metro and Dc Ethics panels.

Graham was also stripped of his oversight authority of the city's alcohol industry.

Graham did publicly address that decision during today's Council session. He called the move-- punishment--while detailing a litany of reforms he had brought to the alcohol-restaurant industry in DC.

Councilman Vincent Orange will take over that role.
