WASHINGTON (WUSA9) -- Monday morning, longtime D.C. Councilman Jim Graham became only the second legislator in the District to be reprimanded by his colleagues for conduct in office.

Graham told WUSA9 earlier that he would no longer fight the reprimand, which was sparked by the D.C. Board of Ethics finding that Graham offered to trade his vote on the city's $38 million lottery contract in exchange for a company dropping its bid to develop a property owned by Metro while he was a member of the Metro board.

At the hearing Monday, Graham disagreed with the chairman's conclusions but said he appreciated his fairness. Graham told the crowd that while the reprimand law says no hearing is required, this is a legal issue involving everyone on the Dias.

Graham commented on losing oversight authority on alcohol issues, defending his actions to bring what he says were needed changes on sales to minors and other related issues. He said that losing the responsibility was difficult because it has nothing to do with the Metro board issue.

Graham said in a statement released on Monday, "It is time to move on. I have very important responsibilities as chairman of the human services committee and all the responsibility of representing Ward 1. Going forward, I will continue to represent the people who elected me to serve with the same passion and fervor as I have from my first day in office."
