Glenn Morris Williams, 51, and Diane Toogood, 56, Identified as victims in SE, DC Fire

Glenn Morris Williams, 51, and Diane Toogood, 56, were both pronounced dead after a fire at the 1700 block of R Street

WASHINGTON (WUSA) -- The victims in the double fatal fire, in Southeast, DC have been identified by police. 

Glenn Morris Williams, 51, and Diane Toogood, 56, were both pronounced dead after a fire at the 1700 block of R Street at 10:00 a.m. on Tuesday, police said. 

"At this time the cause of the fire has not been determined and is pending further investigation," DC police said in a news release. 

Fire officials say Williams's and Toogood's bodies were so charred that investigators had trouble identifying their bodies.

Three D.C. firefighters received minor injuries fighting the two-alarm fire.

Neighbors say the building was supposed to be vacant. Boards had been covering the doors and windows to keep squatters out.

Deputy DC Fire Chief Ed Pearson theorized the man and woman may have taken up residence to escape the freezing temperatures.

Neighbors say people had been in the vacant building and causing
disturbances for quite some time.
