SILVER SPRING, Md. (AP) - Four years after Maryland endorsed a plan to add a traffic signal at a busy intersection on Silver Spring's border with the District of Columbia, the plan is still on the drawing boards.

The Washington Post (http://wapo.st/117qcXk ) reports that solutions for the traffic circle at the intersection of busy commuter routes of 16th Street and Colesville Road are mired in a cross-jurisdictional mess.

Installing a signal requires coordination of the district, Montgomery County and the state of Maryland. Each jurisdiction controls part of the roadways or signals nearby.

But residents say they see traffic accidents on almost a daily basis. D.C. police say they recorded 12 traffic crashes at the circle in 2012. Maryland officials would not provide accident data. A pedestrian was killed at the circle in 2009.
