WASHINGTON (WUSA) -- Should Metro adjust its fares on days it has service problems? One Maryland man believes so.

Jonathan Rice has launched a petition at Change.org titled "WMATA Metrorail: Minimal Service? Minimum Fare." He says Metro often fails its customers with service problems such as delays and closings.

Rice proposes THAT customers only pay the minimum fare when there's a major delay or problem. He is hoping 5,000 people will join the petition.
