BALTIMORE (AP) - The Federal Elections Commission fined Maryland Rep. Roscoe Bartlett $5,000 this year after he repeatedly filed incomplete campaign finance reports.

The Baltimore Sun on Monday reported that the Republican from western Maryland has received 25 letters from the agency for incomplete reports since 2009. The newspaper reports that's more than any other current member of the House of Representatives.

Bartlett told the newspaper that the problems are old. He says he has hired an accountant to address remaining issues. He also says the problems began after the campaign started using new software to file reports electronically. The congressman says there was no intentional wrongdoing and that he's not trying to hide anything.

Bartlett, who is in his 10th term, is facing Democrat John Delaney in November's election.
