WASHINGTON, DC (WUSA) -- Two Metro Transit Police officers, one man in a wheelchair, and a violent arrest that left the man known as Mr. Harry in a pool of blood.

The incident happened last Thursday afternoon and a bystander captured it all on tape that's now on the internet.

Metro Transit Police say the man in the wheelchair was drinking in public, and they asked him to leave. He refused. They allege they tried to issue a citation, but the man wouldn't comply.

"His whole face is just leaking, it's everywhere...And then I look again. He's got handcuffs on. I'm like, 'What are y'all doing? What's going on?'" says witness Lawrence Miller.

When Miller tried to help the wheelchair-bound man, he says Metro Transit Police threatened and ultimately arrested him.

The incident took place outside the U Street Metro Station, right across the street from the Lincoln Theatre and Ben's Chili Bowl.

"What I saw was a lot of people just trying to help the guy, but the police wouldn't let nobody come to help him," says Jermaine Jefferson of Ben's Chili Bowl.

9NEWS NOW showed the video to passersby, including Stephan Mulrain, who works with the disabled. "They could have just done anything else but grab him up, rip him away from the thing that makes him able to be a part of society."

Metro alleges the man resisted arrest. Metro Transit Police say the man in the wheelchair was charged with drinking in public and assaulting a police officer. He was taken to a local hospital and treated for minor injuries.
