Joshua Terrell Mebane, 17, charged in fatal shooting of Teresa Bass of Waldorf, Md.; Mebane and girlfriend Linda Lee Bury of Parkton, Md., also charged in death of D.C. cab driver

WALDORF, Md. (WUSA) - The Charles County Sheriff's Department has made an arrest in the deadly shooting that happened in Waldorf on Oct. 26.

The suspect is a teenager, who's also charged in the murder of a D.C. cabdriver last week.  Now he's accused of killing two people and critically injuring another.

In the case of the cab driver, Joshua Terrell Mebane of Waldorf, Md. allegedly committed the crime with his 17- year-old girlfriend, Linda Bury of Parkton, Md.. She is charged with first degree murder while armed/felony murder, in the death of the cab driver, Muhammad Quadar.

According to charging documents, she initially told detectives that she and Mebane were in a car accident. She later said "My boyfriend and I killed a cab driver." The pair, she said, had robbed the cab driver and later went to a computer and watched the video of the burning cab.

Both Mebane and Bury are due in D.C. Superior Court on Nov. 20 at 9:30 a.m. in the death of Quadar. 

Mebane, 17, has also been charged with first degree murder and attempted murder in the death of  Teresa Bass, who was shot along with her husband while walking their dog on a bike path near their home in Waldorf.

Mebane acted alone the evening of Oct. 26., allegedly using a semiautomatic weapon when he gunned down a couple walking their dog on a Waldorf footpath. 40 year-old Teresa Bass was murdered. Her husband Jerry, critically injured, is now out of the hospital. On Tuesday afternoon, the Sheriff's Department was able to tell him they had arrested her killer.

"The Sheriff was the person who broke the news to him. He was again very emotional, and very happy we caught Mr. Mebane," said Captain Ray Aportadera of the Charles County Sheriff's Dept.

The arrest followed what authorities called an investigative marathon, involving Metropolitan Police who shared ballistics information with Charles County about the murder of a D.C. cab driver last week. The suspect in that case--Joshua Mebane-- had ties to Waldorf.

Mebane is charged with first-degree murder and attempted murder. Nothing was taken from his two victims here, so investigators are still trying to figure out his motive.

"We are all committed to safety. Just know this: We are confident we have the guy. And he is in custody," said Rex Coffey, the Charles County Sheriff.

In the case of the taxicab driver's Nov. 7 death,  police had responded last Wednesday night at 9:07 to the 1400 block of Brentwood Parkway NE for a report of a car on fire. They arrived to find a burning vehicle and an unidentified man inside.

EMS responded to the scene, extinguished the fire and removed the body of the driver, later identified as Quadar, which was taken to the Chief Medical Examiner's office.

An autopsy revealed that Quadar died of a single gunshot to the head.
